Everything else can run unless you later decide to cut it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By \u201cplacements\u201d I mean for example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>improve traffic quality;<\/li>\n\n\n\n<li>protect yourself from fraud and \u201cnoise\u201d;<\/li>\n\n\n\n<li>control conversion cost;<\/li>\n\n\n\n<li>balance volume and efficiency.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">But in reality this is also where things break most often:<br>too narrow whitelist \u2192 no traffic,<br>too aggressive blacklist \u2192 volume crashes, CPA jumps, panic in chats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let\u2019s walk through, step by step: when you actually need a whitelist, how not to make it \u201ctoo tight\u201d, and how to maintain blacklists without panic and losing all your volume.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">1. Everything else can run unless you later decide to cut it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By \u201cplacements\u201d you might track for example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>website domains;<\/li>\n\n\n\n<li>apps;<\/li>\n\n\n\n<li>publishers \/ sub-identifiers (site_id, placement_id, sub_id);<\/li>\n\n\n\n<li>bundle id, channel, zone, etc. \u2014 depends on the network.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Core idea:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Whitelist = <strong>concentration<\/strong>: keep only the best.<\/li>\n\n\n\n<li>Blacklist = <strong>hygiene<\/strong>: gradually clean out trash and fraud.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">2. When you really need a whitelist (and when it only gets in the way)<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">When a whitelist is a must<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>New offer with strict KPI<\/strong><br>When your budget is limited and your CPA\/ROAS target is tough, it\u2019s logical not to start from \u201cthe whole network\u201d, but from a proven subset of quality placements.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">It makes sense if:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>you already ran in this network and know which sources convert;<\/li>\n\n\n\n<li>you have historical data for similar offers;<\/li>\n\n\n\n<li>you have an internal or external list of \u201ctop suppliers\u201d.<\/li>\n<\/ul>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li><strong>Sensitive brand \/ strict brand safety<\/strong><br>Think banks, healthcare, government, kids\u2019 products. You <em>cannot<\/em> afford to show ads on:<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>adult websites;<\/li>\n\n\n\n<li>pirate or shady sites;<\/li>\n\n\n\n<li>political\/extremist content, etc.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In this case it\u2019s easier to pre-approve a whitelist of domains\/categories than to fight a reputation crisis afterwards.<\/p>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li><strong>Working with premium, limited inventory<\/strong><br>For example:<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>premium news media;<\/li>\n\n\n\n<li>major publishers;<\/li>\n\n\n\n<li>high-quality in-app inventory.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Here you consciously sacrifice reach, but bet on quality.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">When a whitelist does more harm than good<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>You\u2019re new to the network and have no data<\/strong><br>If you just entered a new ad network and have zero historical performance, a tight whitelist often means: \u201cwe\u2019re targeting blind, and also limiting ourselves\u201d.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">In that case it\u2019s better to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>start a bit wider (no whitelist);<\/li>\n\n\n\n<li>collect initial stats;<\/li>\n\n\n\n<li>build the first whitelist from real data later.<\/li>\n<\/ul>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li><strong>Small budget \/ soft KPI<\/strong><br>If you don\u2019t have ultra-strict CPA\/ROI goals and your mission is \u201cget volume and learn\u201d, a whitelist only cuts your reach. These campaigns are easier to run with a <strong>blacklist-first<\/strong> approach.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">3. How not to suffocate your whitelist<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Classic mistake: you take 10\u201320 \u201cfavorite\u201d placements, turn them into a whitelist \u2014 and volume doesn\u2019t grow. Bids are high, but impressions are still tiny.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Principle 1. Start broader, tighten later<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If your brand and offer allow it, use this logic:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Start \u201cmoderately broad\u201d (no whitelist, only basic blacklist by obvious bad categories).<\/li>\n\n\n\n<li>Collect data for at least:\n<ul class=\"wp-block-list\">\n<li>3\u20137 days with stable traffic, <strong>or<\/strong><\/li>\n\n\n\n<li>N conversions (e.g. 100+ leads or 200+ installs).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Select top sources by:\n<ul class=\"wp-block-list\">\n<li>CR (conversion rate);<\/li>\n\n\n\n<li>CPA\/CPI;<\/li>\n\n\n\n<li>quality metrics (retention, approvals, ROI, etc.).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Build your <strong>first whitelist<\/strong> from these real winners.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">This way your whitelist is based on numbers, not on random guesses.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Principle 2. Split your whitelist into tiers<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of one big \u201cgood list\u201d, it\u2019s much easier to manage a <strong>tiered system<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Tier 1 (Core whitelist)<\/strong><br>Best of the best: top CR, low CPA, strong quality.<br>For these you can:\n<ul class=\"wp-block-list\">\n<li>run a separate campaign;<\/li>\n\n\n\n<li>bid higher;<\/li>\n\n\n\n<li>prioritize budget.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Tier 2<\/strong><br>Solid, middle performers: acceptable KPI, decent volume.<br>This is your main scaling pool.<\/li>\n\n\n\n<li><strong>Tier 3 (Test pool)<\/strong><br>New or uncertain sources with potential.<br>They:\n<ul class=\"wp-block-list\">\n<li>run with capped bids\/budgets;<\/li>\n\n\n\n<li>can graduate into Tier 2\/1 if they prove themselves.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Your whitelist becomes a living system, not a static \u201choly list\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">4. Blacklists: how to update them without panic and killing volume<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The other extreme: campaign misses KPI \u2192 someone checks the report \u2192 sees \u201csuspicious\u201d placements \u2192 drops dozens\/hundreds of sources into the blacklist \u2192 traffic collapses, algorithms break, chat is on fire.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What <em>not<\/em> to do<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Don\u2019t cut everything that didn\u2019t convert for 2 days.<\/strong><br>Some placements:\n<ul class=\"wp-block-list\">\n<li>have slower conversion cycles;<\/li>\n\n\n\n<li>convert with a delay;<\/li>\n\n\n\n<li>depend on time of day or weekday.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Don\u2019t blacklist after 1\u20132 clicks or a handful of impressions.<\/strong><br>You need <strong>minimum volume<\/strong> before you decide a placement is truly bad.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">A more systematic way to handle blacklists<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 1. Define thresholds for decisions<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>minimum X clicks (or impressions) before evaluation;<\/li>\n\n\n\n<li>minimum Y spend per placement;<\/li>\n\n\n\n<li>observation window (e.g. 3\u20137 days).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If a placement hasn\u2019t hit these thresholds yet, it\u2019s too early to blacklist it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 2. Separate reasons for blocking<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Hard reasons (block immediately):<\/strong>\n<ul class=\"wp-block-list\">\n<li>obvious fraud (bots, click flooding, abnormal patterns);<\/li>\n\n\n\n<li>brand safety violations;<\/li>\n\n\n\n<li>prohibited content (adult, politics, violence \u2014 if critical for your brand).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Soft reasons (block based on performance):<\/strong>\n<ul class=\"wp-block-list\">\n<li>CPA\/CPI much higher than campaign average;<\/li>\n\n\n\n<li>very low CR with enough volume;<\/li>\n\n\n\n<li>bad post-conversion quality (refunds, churn, rejection rates).<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Here you act like this: enough volume + consistently bad KPI \u2192 candidate for blacklist or downgrade.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Instead of blacklisting \u2014 \u201cdownrank\u201d the source<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes a placement:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>is not great,<\/li>\n\n\n\n<li>but also not a total disaster.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of putting it straight into the blacklist, you can:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>lower its bid (if the network allows bid by site\/sub_id);<\/li>\n\n\n\n<li>move it into a <strong>low-priority<\/strong> campaign with smaller budget.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">You don\u2019t kill volume completely, but you stop weak sources from eating the main budget.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">5. Practical checklist: how not to lose volume<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Before you turn on a whitelist, check:<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Do you have <strong>enough candidates<\/strong> (50+ placements, ideally 100+)?<\/li>\n\n\n\n<li>Have you checked them by:\n<ul class=\"wp-block-list\">\n<li>conversion rate;<\/li>\n\n\n\n<li>CPA\/CPI;<\/li>\n\n\n\n<li>quality metrics (LTV, approvals, retention, etc.)?<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Are you not over-restricting:\n<ul class=\"wp-block-list\">\n<li>geo;<\/li>\n\n\n\n<li>device;<\/li>\n\n\n\n<li>time of day?<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Do you have a plan for expanding the whitelist:\n<ul class=\"wp-block-list\">\n<li>test campaigns;<\/li>\n\n\n\n<li>Tier 2\/3 test pool?<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Before you send a placement to the blacklist, ask yourself:<\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Do I have <strong>enough data<\/strong> on it:\n<ul class=\"wp-block-list\">\n<li>more than N clicks;<\/li>\n\n\n\n<li>more than M spend;<\/li>\n\n\n\n<li>reasonable observation window?<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Am I sure the issue is the placement, not:\n<ul class=\"wp-block-list\">\n<li>creative mismatch;<\/li>\n\n\n\n<li>landing page problems (slow, broken, not mobile-friendly);<\/li>\n\n\n\n<li>wrong targeting\/segment?<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Is this a <strong>hard reason<\/strong> (fraud, brand violation) or <strong>economic<\/strong> (too expensive)?\n<ul class=\"wp-block-list\">\n<li>hard reason \u2192 blacklist now;<\/li>\n\n\n\n<li>economic \u2192 maybe try lower bids first.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">7.
